Residents are encouraged to access City services online, by phone, or by email. Any City department can now be reached online through our Online Department Contact Form on our website. Vital Records:  We continue to respond to requests for certified copies of all vital records, including birth, death, and marriage certificates. Please contact us for assistance.  PLEASE NOTE: marriage licenses are being issued by appointment only, please contact the Clerk's Office for arrangements and additional information.

Licensing (Dog Licenses, Trades Licenses, etc.):  We continue to process and issue licenses through the mail. Please submit your application, along with all required documentation.  Please note that certain trades licenses will have a longer wait or may be postponed due to the limited meetings being held by the appropriate regulatory boards (electrician, plumber, etc.) who review license applications.

FOIL Requests:  FOIL Requests are being managed electronically. We are continuing to accept requests through the mail or email.

Community Gardens:  Please mail your application and payment to the City Clerk’s Office. Once received and verified to be complete, a permit is issued by the Oneonta Community Gardens Steering Committee. A Community Gardens representative will work directly with you to assign a plot, answer questions, etc.

Permits:  We are not currently accepting applications for event permits for public gatherings, including 5k walk/run events, and for pavilion use, park green space use, street closure, park/walkway areas and/or plaza/walkway areas.  NOTE: Permits will not be issued until social distancing measures have been lifted and public areas are once again accessible.

Accessible Parking Permits:  We are managing these requests by mail. Please contact us for more information. NOTE: We will include a postage-paid return envelope for the permit holder to return their expired permit.

Public Meeting Agendas / Minutes / Other Meeting Materials:  agendas and minutes can be found online and all meetings are live streamed to the City's YouTube page.

Building and Plumbing Permits:  The Governor has directed that all non-essential construction be stopped until further notice. The City of Oneonta will not be processing permits for non-essential construction until directed by the Governor. Permit applications may be found online and can be submitted via mail or email.

Planning Commission and Zoning Board of Appeals: Applications for the Planning Commission and Zoning Board of Appeals may be found online under applications. The finished application may be submitted via mail or email.

Tenant Complaints:  Currently interior inspections are not being performed however, tenant complaints may be filed in writing via mail or by email.

Ordinance Inspections:  All property maintenance ordinances are being enforced as normal. If you have a concern about garbage or other unsafe or unsanitary conditions contact the office at (607) 433-3435 or by email.

Unsafe Buildings:  If you have a question or concern relating to a building you feel is unsafe please contact the office at (607) 433-3435 or by email.

Rental Inspections and Requirements:  The Code Enforcement Office is currently not conducting interior inspections, however Property Use Forms, Heating Inspection Forms, Electrical Inspection Certificates and Smoke Detector forms may still be submitted via mail or by email. These forms may be found at the Code Enforcement website.

Civil Service Exams:  All Civil Service exams have been postponed.  Exam information will be posted to the Personnel Department when exams are posted.

Applying for a Job Vacancy or Exam:  The City is actively recruiting for several vacancies.  Please visit our website for current opportunities, as well as a link to a fillable application on the Personnel website. All applications may be submitted via mail, and postmarks will be honored for filing deadlines.

Water/Sewer Billing Payments:  The annual water / sewer bills penalty-free collection period has also been extended from thirty (30) days to sixty (60) days making the due date June 30, 2020.  Payments received on July 1, 2020, and thereafter, will be subject to penalty. Tax Searches: All tax search requests should be done via mail including payment of $25.  The completed tax search will be returned by mail.  An email copy will be sent if requested.  (Requests can also be submitted via email.  Completed searches will be returned upon receipt of payment.)

Property Tax Payments:  As of May 1st, all unpaid 2020 Property Tax bills were returned to the County for collection.  Please call the Otsego County Treasurer's Office at (607) 547-4235 for assistance.  Also, taxlookup.net, is a website that provides information for property and school tax bills.

Parking Tickets:  Payment for parking tickets can be done by mail or online.  Appeals for parking tickets can be done via the appeal form.

Urgent Matters:  For urgent matters, including malfunctioning traffic signals or problems with street signs, traffic accidents involving large animals, etc., contact the Department of Public Service at (607) 432-2100.  After hours (3:30pm-7am and weekends/holidays), please contact the Oneonta Police Department Dispatch at (607) 432-1113.

Brush and Yard Waste:  The collection site on Silas Lane remains open Monday through Friday from 7:00am to 3:00pm.  The regular ward-based brush pickup schedule is on-going. Please see our website for more information and a detailed schedule.  

Water Treatment Plant:  The Water Treatment Plant continues to operate on a normal schedule, with the exception of the Laboratory, which continues to accept bacteriological testing samples from community water systems and those required in connection with real estate transactions. Samples may be dropped off at the lab at 110 East Street, Monday through Wednesday from 8:00am – 11:30am. Please follow written directions posted on the lab door.

Wastewater Treatment Plant: The Wastewater Treatment Plant continues to operate on a normal schedule. As of May 20, 2020, the plant is is accepting loads from private septic haulers.  They are limited to one load per company per day.  Operators must comply with all social distancing requirements. Residents are reminded that disposable wipes are not flushable – doing so may cause significant damage to the wastewater collection system and treatment plant equipment.
