Catalyst Renewables has
submitted a Site Plan Application and Full Environmental
Assessment Form (EAF) to the City of Oneonta Planning
Commission for consideration of a proposed renewable
energy facility utilizing regionally grown biomass.
Catalyst Renewable's Roundhouse Renewable Energy Project
is a thirty-five (35) megawatt advanced technology
renewable electrical-power generation facility designed
with New York State's regional economic and
environmental future in mind. This project is
proposed to transform an unused Brownfield site in the
City of Oneonta into a modern renewable energy
production facility.
The project is a
renewable energy power project, generating electricity
from regionally-available biomass. Located on
undeveloped former railroad maintenance property in the
City of Oneonta, Otsego County, the project will include
a stoker-fired boiler system with advanced emission
controls, including an advanced nitrogen oxide (NOx) and
carbon monoxide (CO) reduction system, high-efficiency
electrostatic precipitator, advanced water treatment
system with waste water recycling.
The proposed facility will consist of the following
major components: a stoker boiler, a steam turbine
generator, a cooling tower and an electrical switchyard.
The facility will create a nominal 31 net megawatts (MW)
of electrical energy. Its fuel yard will include a truck
scale and two truck dumpers, a fuel stacker, two
automated reclaimers and feed belts. An existing
electrical interconnect, upgraded, will transmit power
to a distribution substation located on River St.
Service.
The facility will operate in a condensing steam cycle.
Biomass material (wood components) will be fired in the
boiler and heat from the gases will be transferred to
the water/steam tubes inside the boiler. Water will be
boiled to produce steam and then superheated for use in
the steam turbine. The facility will be constructed with
an extraction steam turbine, enabling the facility to
sell steam ("cogeneration") to nearby users if it is
economic to do so.
The site is located on ~60-acre parcel; the proposed
facility and associated wood yard will occupy
approximately 15 acres within the proposed site, with
the powerhouse building and appurtenant structures
occupying 3 acres and the fuel yard, fuel-receiving
area, road and parking areas occupying 12 acres.
Property use abutting the site is predominantly
medium-density industrial and commercial.
The City of Oneonta
Planning Commission has been preliminarily designated as the Lead
Agency that will undertake the SEQR Review for the
project. All comments and questions related to the
site plan and/or Long EAF may be submitted to the
commission via the City Clerk's Office, 258 Main Street,
Oneonta, NY 13820.

Public Meeting for Biomass Proposal
Catalyst Renewables will be holding a public information
session on the biomass proposal on Wednesday, August 2,
2006 from 7-9 PM. The session will be held at the
Hunt Union Ballroom on the SUNY College at Oneonta
campus. Advertisements for this meeting will be in
the July 27th and August 1st editions of
The Daily Star.
Planning Commission Meeting - August 16, 2006
At its regular meeting of
August 16, 2006,
the City of Oneonta Planning Commission issued a
Positive Declaration with a directive to conduct a
Public Scoping Session in regard to the Roundhouse
Renewable Energy Project as proposed by CRC Development
Corporation (CRC).
List of Permits Required as Per Stearns and Wheler
Sterns and Wheler have prepared a list of potential
permits for the
Roundhouse Renewable Energy Project. There are
approximately 14 possible permits that may need to be
issued/approved.
Discontinuance of SEQRA Process
Catalyst Renewables has notified the City of Oneonta
that it has suspended the SEQRA process for
the biomass proposal resulting from Mayor Nader's
September 15th letter to Catalyst.
